Professional Experience

Mr. Roohi Toosi, PE started his career as a consultant, to develop a data analysis program that maps area of soil excavation as a remediation tool for contaminated sites. EXCAVATOR, the remediation program, is patented under his previous company and is being utilized by environmental consultants for soil remediation design and planning. Today, Mr. Toosi, as A-Tech’s Director of Engineering, is establishing and growing A-Tech’s brand in the groundwater industry. His background in petroleum engineering has equipped him with a broader knowledge of porous media and tools to solve subsurface complex issues. Over the course of his career, Mr. Toosi has conducted and managed projects for large utilities, school districts, municipalities, private developers, farmers, water districts, and large consulting firms.


Mr. Toosi has extensive experience in developing groundwater models for contaminated sites, which persuaded pertinent regulatory agencies that the residual contamination will not pose a threat to the human health and the environment and lead to the site closure. He has been the principal engineer and manager for numerous groundwater quality assessment projects and has designed and implemented remedial approaches such as In-Situ Chemical Oxidation, Bioremediation, Pump & Treat, Soil Vapor Extraction, and Soil Excavation. As an active member of California’s Groundwater Resources Association, he strives to expand his knowledge on industry’s ongoing challenges such as SGMA and PFAS, and follows closely ongoing regulatory efforts in addressing these issues.


Aside from his technical expertise, Mr. Toosi develops strategies to expand A-Tech’s existing clientele and enter new markets. Over the course of his career, Mr. Toosi has landed contracts/subcontracts with the following agencies: Vandenberg Air Force Base, Elsinore Valley Municipal Water District, Los Angeles Community College District, Southern California Edison (two contracts), Caltrans D7 (three contracts), City of Los Angeles Department of Recreation and Parks, County of Los Angeles Public Works, Los Angeles Unified School District, and Metropolitan Water District of Southern California.
